## ARTICLE 1 — PURPOSE AND HOW TO READ THIS POLICY
**1.1** InMyLocus exists because trust is the entire product. A marketplace that connects buyers with the person who will be in their home, the seller who grew their food, or the employer who will pay their wages only works if the standards governing that connection are specific enough to be enforced consistently, not vague enough to be applied unevenly.
**1.2** This Policy sets out, category by category and conduct by conduct, what is not permitted on the Platform, what happens when a violation occurs, and how a User who believes an enforcement decision was made in error can appeal it. Where this Policy gives an illustrative example within a prohibited category, that example is illustrative, not exhaustive — the underlying standard governs conduct not specifically listed.
**1.3** This Policy applies across every vertical on the Platform — Local Services, Local Commerce, and Jobs, Employment and Freelancing — and to every piece of Content, Listing, message, review, and profile a User submits.
---
## ARTICLE 2 — WHO THIS POLICY APPLIES TO
**2.1** This Policy binds every User, in every role — Buyer, Service Provider, Product Vendor, Job Seeker, Employer, and Freelancer — without exception, and applies regardless of whether a User's conduct occurs on the Platform itself or in a communication that references or was initiated through the Platform (for example, a WhatsApp conversation that began through an in-app referral link).
---
## ARTICLE 3 — GENERAL PRINCIPLES
Beyond the specific prohibitions in Articles 4 and 5, every User is expected to act consistently with the following principles, which inform how Trust & Safety exercises judgment on conduct not explicitly enumerated:
**3.1 Honesty.** Represent yourself, your qualifications, your goods, and your services accurately.
**3.2 Legality.** Comply with Rwandan law, and, where the Platform operates in another jurisdiction, the law of that jurisdiction, in everything you list, say, and do on the Platform.
**3.3 Safety.** Do not put another User's physical safety, financial security, or personal data at risk.
**3.4 Dignity.** Treat every other User — regardless of the formality of their business, their income level, their profession, or their role on the Platform — with the respect InMyLocus's own mission is built on.
**3.5 Good faith use of platform mechanics.** Use the verification system, the review system, the Cashback and Rewards Programme, and the dispute process as they are intended to be used, not as tools to manipulate outcomes.
---
## ARTICLE 4 — PROHIBITED LISTINGS AND CONTENT — CATEGORY BY CATEGORY
### 4.1 Weapons, Ammunition, and Explosives
Listing, advertising, or offering to sell or supply firearms, ammunition, explosives, or components principally designed to convert an item into a weapon is prohibited, except where InMyLocus has expressly authorised a narrow, licensed category for lawful, regulated sale (which, as of the date of this Policy, InMyLocus does not offer). This includes bladed or other weapons where listed, described, or marketed for the purpose of causing injury rather than for a legitimate tool, craft, or collector purpose (for example, a kitchen knife listed under Home Tools & Appliances is permitted; the same object marketed as a "weapon" is not).
### 4.2 Wildlife, Endangered Species, and Animal Welfare
**4.2.1** Rwanda is a global leader in wildlife conservation, home to some of the continent's most significant protected ecosystems, and a party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES). Consistent with Rwanda's biodiversity, forestry, and wildlife conservation legislation — which since 2018 treats wildlife offences as specific, separately prosecuted crimes rather than generic property offences — InMyLocus prohibits:
(a) any product made from, or listing purporting to offer, a protected, endangered, or CITES-listed species or its parts (including but not limited to ivory, pangolin scales, rhino horn, or products from any primate species), regardless of claimed age, provenance, or "vintage" status;
(b) any exotic-leather or exotic-material product (see the Handcrafted Leather and related Fashion & Apparel categories) unless the seller can produce valid, verifiable documentation confirming the material's lawful, CITES-compliant sourcing before the Listing is approved; and
(c) any live-animal Listing (see the Livestock & Poultry, Pet Products, and Pet Adoption & Rescue Services categories) that fails to meet basic animal welfare standards in transport, housing, or sale conditions, or that involves a species whose sale, capture, or trade is restricted under Rwandan law.
**4.2.2** Trust & Safety treats Article 4.2.1(a) as a zero-tolerance violation under Article 9.
### 4.3 Counterfeit, Replica, and Intellectual-Property-Infringing Goods
**4.3.1** Given the significant presence of premium and branded categories on the Platform (including Designer Clothing, Designer Handbags, Luxury Watches, and High-end Perfumes), InMyLocus prohibits listing any counterfeit, replica, or unauthorised reproduction of a trademarked or branded product, and any product that infringes a third party's copyright, trademark, patent, or design right.
**4.3.2** A seller listing a pre-owned branded item must not misrepresent authenticity, and must be able to substantiate authenticity through the documentation and verification practices described in the relevant category's landing page (original receipt, authentication card, or equivalent) if InMyLocus or a Buyer disputes it.
**4.3.3** This Article 4.3 does not prohibit a seller honestly describing a product as an inspired-by, unbranded, or generic design, provided it is not marketed or priced in a way calculated to mislead a Buyer into believing it is the genuine branded article.
### 4.4 Controlled Substances, Drugs, and Drug Paraphernalia
Listing, advertising, or offering to sell narcotics, psychotropic substances, or other drugs controlled under Rwandan law, or paraphernalia primarily intended for their use, is prohibited. This prohibition does not extend to lawfully sold over-the-counter or prescription-adjacent products (for example, within Pharmacy Assistant-supported categories or the Natural Vitamin Supplements category) provided they are lawfully supplied and, where relevant, appropriately licensed under Article 6.
### 4.5 Stolen Goods and Property of Unclear Provenance
Listing any good the seller does not have good and lawful title to sell — including stolen goods, and, specifically within the Vehicles category, any vehicle or vehicle part with a tampered, obscured, or inconsistent Vehicle Identification Number (VIN), or misrepresented ownership or accident history — is prohibited.
### 4.6 Cultural Heritage and Protected Cultural Property
**4.6.1** Within the Collectibles category specifically, InMyLocus prohibits listing traditional ceremonial objects, cultural artefacts, or items of significant cultural heritage where the seller cannot demonstrate lawful ownership and, where relevant, compliance with Rwandan cultural heritage protection requirements and the principles of the UNESCO 1970 Convention on the Means of Prohibiting the Illicit Import, Export and Transfer of Ownership of Cultural Property.
**4.6.2** This does not prohibit the sale of contemporary decorative or craft items made in a traditional style for sale (for example, Imigongo art or Agaseke baskets made by a living artisan for the purpose of sale, as described extensively within the Home Decor & Crafts category), which are legitimate craft commerce, not cultural property removal.
### 4.7 Human Remains and Body Parts
Listing human remains, body parts, or bodily fluids in any form is prohibited without exception.
### 4.8 Adult Content and Sexual Services
Listing sexual services, or Content that is sexually explicit, is prohibited. This Platform is a general local-commerce, services, and jobs marketplace and does not offer, and will never offer, an adult-services category.
### 4.9 Content Endangering Minors
**4.9.1** InMyLocus has zero tolerance for any Content or conduct that sexualises, exploits, endangers, or otherwise harms a minor, in any form whatsoever. This includes any attempt to use the Platform's messaging, job-posting, or listing functions to contact, groom, or exploit a minor.
**4.9.2** A violation of this Article results in immediate, permanent termination of the responsible Account without warning, and is reported to the Rwanda Investigation Bureau, the National Public Prosecution Authority, and, where applicable, the relevant international child-protection reporting body, as described in Article 13. InMyLocus does not describe, in this or any other public document, the specific technical or manual methods it uses to detect this conduct.
### 4.10 Hate Speech, Discrimination, and Incitement
Content that promotes violence or hatred against a person or group on the basis of a protected characteristic (including ethnicity, national origin, religion, disability, sex, or another characteristic protected under Rwandan law), or that denies, minimises, or promotes the ideology of the 1994 Genocide against the Tutsi, is strictly prohibited and is treated as a zero-tolerance violation under Article 9, consistent with Rwandan law's particular seriousness on this matter.
### 4.11 Food and Consumable Safety
**4.11.1** Given the extensive food, beverage, and prepared-meal categories on the Platform (including Grass-fed Meat, Seafood, Dairy Products, Prepared Meals, and the broader Food, Beverages & Specialty Foods category), sellers must comply with applicable Rwandan food safety and hygiene requirements, must accurately disclose ingredients relevant to common allergens where reasonably known, and must not misrepresent the freshness, sourcing, or safety of a perishable product.
**4.11.2** InMyLocus's freshness-management system (described in the relevant category listings) exists to support this standard operationally; sellers must not attempt to circumvent automated freshness or expiry flags.
### 4.12 Firearms-Adjacent and Public-Safety Sensitive Commercial Equipment
Certain items within the Commercial Equipment & Tools and Industrial Tools categories (for example, industrial cutting or high-powered equipment) are permitted for sale in their genuine commercial or trade application, but must not be marketed, described, or targeted in a manner that emphasises their potential for use as a weapon rather than their legitimate function.
### 4.13 Regulated Professional Services Without Appropriate Credentials
Listing a Service in a professionally regulated category — including Local Legal Consulting & Representation, Health Consulting, Veterinary Services, Engineering & Technical Consulting, Architecture Consulting, Land Surveyance, and Accounting, Tax Preparation & Finance Services — without holding the credential required under Article 9 of the Terms of Use and Article 6 of this Policy is prohibited, and constitutes both a Platform violation and, potentially, an offence under the law governing that specific profession in Rwanda.
### 4.14 Investment Schemes, Chain-Referral Schemes, and Pyramid Structures
**4.14.1** Consistent with the distinction drawn in Article 15.3 of the Terms of Use and the framework established under Articles 71 and 72 of Law N° 011/2026 of 26/02/2026 Relating to Competition and Consumer Protection, no User may use the Platform — including its Listings, messaging tools, or job postings — to promote, recruit for, or operate: an investment scheme promising returns primarily from recruiting other participants rather than from the sale of a genuine good or service; a chain-referral or "gifting circle" structure; or any pyramid scheme as that term is understood under Rwandan law.
**4.14.2** This prohibition applies regardless of whether the scheme is described as being conducted "outside" or "alongside" InMyLocus — using the Platform to recruit for an off-platform scheme is itself a violation.
### 4.15 Unlicensed Medical Devices, Prescription Medication, and False Health Claims
**4.15.1** Within Health and Beauty, Natural Vitamin Supplements, and adjacent categories, sellers must not list prescription-only medication without appropriate pharmacy licensing, must not list medical devices requiring regulatory clearance without that clearance, and must not make a health or medical claim about a product (including a claimed ability to treat, cure, or prevent a disease) that is not substantiated and permitted under applicable Rwandan advertising and health product regulation.
**4.15.2** This Article reinforces, rather than replaces, the professional-services disclaimer already required under Article 9 of the Terms of Use for the Health Consulting category.
### 4.16 Firearms and Contraband Vehicle Modifications
Listing a vehicle or vehicle service that includes an illegal modification (including but not limited to modifications enabling concealed compartments principally designed for smuggling, or emissions-defeat devices where prohibited by Rwandan law) is prohibited.
---
## ARTICLE 5 — PROHIBITED CONDUCT
Beyond the Listing-specific prohibitions in Article 4, the following conduct is prohibited regardless of category:
### 5.1 Fraud and Misrepresentation
Misrepresenting your identity, qualifications, the condition or specification of a Product, the scope of a Service, or the nature of a job vacancy; taking payment for a Booking, Order, or job placement fee (from a Job Seeker — see Article 5.6) without a genuine intention or ability to perform; and submitting false documentation for Verification.
### 5.2 Platform Manipulation
**5.2.1 Fake and manipulated reviews.** Submitting a review for a transaction that did not genuinely occur, offering or accepting any inducement in exchange for a review, submitting multiple reviews for the same transaction from different Accounts, or coordinating with others to inflate or deflate a rating.
**5.2.2 Fake accounts.** Creating or operating more than one Account per person (see Article 4.1 of the Terms of Use), or creating an Account using a false identity or on behalf of a person who has not consented to it.
**5.2.3 Cashback and referral abuse.** Creating fictitious transactions, self-referring through multiple Accounts, or otherwise manipulating the Cashback and Rewards Programme to generate reward value not tied to genuine commerce, contrary to Article 15 of the Terms of Use.
### 5.3 Circumvention of Platform Fees and Payment System
Soliciting or agreeing to complete, off-platform, a transaction discovered through the Platform for the purpose of avoiding InMyLocus's commission, except where cash-on-completion is expressly permitted for that specific Listing under Article 13.6 of the Terms of Use. Repeated attempts by a Service Provider or Product Vendor to direct a Buyer toward an off-platform payment are treated as a Moderate-to-Severe violation under the framework in Article 8.
### 5.4 Harassment, Threats, and Unsafe Conduct
Threatening, harassing, stalking, or engaging in unwanted contact with another User; sharing another User's personal contact details or location without their consent, including circumventing any number-masking feature; and any conduct during an in-person Service delivery (particularly relevant to Home Maintenance, Personal Care, and other in-home categories) that endangers the physical safety of another User.
### 5.5 Discriminatory Hiring Practices
Within the Jobs, Employment and Freelancing vertical, posting a job vacancy that discriminates on a ground prohibited under Rwandan labour law, requesting information from an applicant (for example, pregnancy status, marital status, or religious affiliation) for a discriminatory purpose, or otherwise structuring a hiring process to exclude applicants on an unlawful basis, contrary to Article 8.7 of the Terms of Use.
### 5.6 Job Scams and Advance-Fee Fraud
Requiring a Job Seeker to pay any fee — for "training," "equipment," "registration," or any other purported requirement — as a condition of applying for, interviewing for, or being offered a role, is strictly prohibited and treated as a Severe violation. InMyLocus will never itself charge a Job Seeker such a fee, and no Employer or third party may do so through the Platform.
### 5.7 Impersonation
Impersonating InMyLocus staff, another User, a public official, or any other person or entity, including through the use of a name, profile photo, or business branding that falsely suggests such an affiliation.
### 5.8 Spam and Unsolicited Commercial Messaging
Using the Platform's messaging tools to send unsolicited bulk or repetitive commercial messages, consistent with the unsolicited-communications provisions of Rwanda's ICT Law referenced in the Privacy Policy. A genuine, individually relevant business communication in connection with an actual Booking, Order, or application is not spam.
### 5.9 Security Violations
Attempting to gain unauthorised access to another User's Account or to InMyLocus's systems; uploading malware, viruses, or other harmful code; conducting unauthorised scraping or automated data extraction from the Platform; and attempting to circumvent the Verification, Escrow, or rating systems' security measures, contrary to Article 18 of the Terms of Use.
### 5.10 Data Misuse
Using contact information obtained through a Booking, Order, or job application for any purpose beyond that specific transaction, including adding another User to a marketing list without consent, contrary to the Privacy Policy.
---
## ARTICLE 6 — ADDITIONAL STANDARDS FOR REGULATED AND SENSITIVE CATEGORIES
**6.1** The following categories carry an additional, elevated standard of care beyond the general prohibitions above, consistent with the safety-critical categories flagged throughout InMyLocus's own strategic and category design work:
| Category cluster | Additional standard |
|---|---|
| Legal, Health, Veterinary, Engineering, Architecture, Land Surveyance, Accounting/Tax | Credential Verification (Article 5.3 of the Terms of Use) is mandatory before listing; no exceptions |
| Babies, Kids & Toddlers | Products must comply with applicable child-product safety standards; no listing may encourage unsafe use |
| Vehicles | VIN and ownership documentation may be requested by Trust & Safety before a high-value Listing is approved |
| Meat, Seafood, Dairy, Prepared Meals | Hygiene and freshness disclosure obligations under Article 4.11 apply with particular strictness |
| Pet Adoption & Rescue Services | Listing organisations must demonstrate responsible rehoming practices, including health-checking and honest disclosure of an animal's history |
| Jobs — all categories | The advance-fee prohibition in Article 5.6 applies without exception, and Employer identity verification is checked before a posting is approved |
**6.2** Trust & Safety may, at its discretion, apply a heightened review process — including manual review before a Listing goes live — to any Listing within these clusters, and may request supporting documentation before approving or continuing to display such a Listing.
---
## ARTICLE 7 — REPORTING A VIOLATION
**7.1** Any User may report a suspected violation of this Policy using the "Report" function available on every Listing, profile, and message thread, or by contacting Trust & Safety directly using the details in Article 16.
**7.2** A report should include as much specific detail as possible — the nature of the concern, relevant Listing or Account identifiers, and any supporting evidence (screenshots, messages) — to allow Trust & Safety to investigate efficiently.
**7.3** InMyLocus does not disclose the identity of a reporting User to the User who is the subject of a report, save where required by law or by due legal process.
**7.4** Submitting a knowingly false report for the purpose of harassing or disadvantaging another User is itself a violation of Article 5.1 of this Policy.
---
## ARTICLE 8 — THE ENFORCEMENT FRAMEWORK
**8.1 Severity tiers.** Every violation of this Policy is classified by Trust & Safety into one of four severity tiers, which determines the enforcement response:
| Tier | Description | Illustrative examples |
|---|---|---|
| **Minor** | An isolated, likely inadvertent error, low potential for harm | An incomplete or slightly inaccurate Listing description; a first-time minor delay in responding to messages that breaches no other standard |
| **Moderate** | A clear breach of a specific standard, limited potential for harm, no evidence of intent to deceive or endanger | A single instance of directing a Buyer off-platform; a misleading (but not fraudulent) product description; a first fake-review violation |
| **Severe** | A breach involving deception, safety risk, financial harm, or repeated Moderate violations | Listing counterfeit goods; job-application fee fraud; repeated off-platform circumvention; harassment of another User; Cashback manipulation |
| **Zero-Tolerance** | A breach described in Article 9 | Content endangering minors; genocide ideology or hate speech inciting violence; wildlife trafficking in CITES-protected species; weapons trafficking; confirmed large-scale fraud |
**8.2 Enforcement actions available.** Trust & Safety may apply one or more of the following actions, proportionate to the severity tier and the User's history:
(a) **Content or Listing removal**, with or without the option to correct and resubmit;
(b) **Formal warning**, recorded against the Account;
(c) **Feature restriction** (for example, temporary suspension of the ability to post new Listings or send new messages);
(d) **Temporary Account suspension**, for a defined period;
(e) **Permanent Account termination**;
(f) **Escrow or payout hold**, pending investigation, as described in Article 10;
(g) **Forfeiture of Cashback or rewards** obtained through the violation, consistent with Article 15.5 of the Terms of Use; and
(h) **Referral to law enforcement or a competent regulator**, as described in Article 13.
**8.3 Escalation matrix.** The following table illustrates how severity and violation history combine to determine the typical response, though Trust & Safety retains discretion under Article 12 to depart from it where the specific facts warrant:
| Severity | First occurrence | Second occurrence (12-month window) | Third occurrence |
|---|---|---|---|
| Minor | Informal notice; Content correction requested | Formal warning | Feature restriction (short-term) |
| Moderate | Formal warning + Content/Listing removal | Feature restriction (short-term) | Temporary suspension |
| Severe | Temporary suspension (duration proportionate to harm) + forfeiture of related Cashback | Permanent termination | Permanent termination |
| Zero-Tolerance | Immediate permanent termination (see Article 9) | — | — |
**8.4 Aggravating and mitigating factors.** In applying Article 8.3, Trust & Safety considers factors including: the User's overall history and rating on the Platform; whether the User self-reported or corrected the issue proactively; the number of other Users affected; whether the conduct involved deception or was more likely an honest error; and whether the User holds a Verification Tier that was itself implicated in the violation (for example, submitting false credential documentation).
---
## ARTICLE 9 — ZERO-TOLERANCE VIOLATIONS
**9.1** The following violations result in immediate, permanent Account termination without a prior warning, regardless of the User's history on the Platform, and without the graduated escalation described in Article 8.3:
(a) Any content or conduct endangering a minor, as described in Article 4.9;
(b) Genocide ideology, genocide denial, or hate speech inciting violence, as described in Article 4.10;
(c) Trafficking in CITES-protected wildlife species or their parts, as described in Article 4.2.1(a);
(d) Trafficking in weapons, explosives, or human beings;
(e) Confirmed large-scale or systematic fraud against Users or against InMyLocus itself; and
(f) Any conduct that a competent Rwandan court or regulatory authority has determined to be unlawful in a manner directly connected to the User's conduct on the Platform.
**9.2** A Zero-Tolerance determination is reported to the appropriate authority described in Article 13 as a matter of course, not merely at InMyLocus's discretion.
---
## ARTICLE 10 — ESCROW AND PAYMENT HOLDS DURING INVESTIGATION
**10.1** Where Trust & Safety opens an investigation into a Listing, transaction, or User connected to funds currently held in Escrow, InMyLocus may place a hold on the release of those funds pending the outcome of the investigation, notwithstanding the ordinary Escrow release mechanics described in Article 13.3 of the Terms of Use.
**10.2** Such a hold is time-limited to what is reasonably necessary to complete the investigation, and both parties to the affected transaction are notified that a hold is in place and, to the extent consistent with the investigation's integrity, the general reason for it.
---
## ARTICLE 11 — THE APPEALS PROCESS
**11.1** A User subject to an enforcement action under Article 8 (other than a Zero-Tolerance termination under Article 9, which is not subject to internal appeal given the severity threshold required to reach that classification, though the User retains all rights described in Article 11.4) may appeal that decision within fourteen (14) days of notification, by submitting a written appeal through the mechanism provided within the Platform or by contacting Trust & Safety using the details in Article 16.
**11.2** An appeal should explain why the User believes the enforcement decision was incorrect or disproportionate, and may include supporting evidence not previously considered.
**11.3** Appeals are reviewed by a member of the Trust & Safety function who was not involved in the original decision, wherever InMyLocus's team size makes this practicable, and InMyLocus aims to respond to an appeal within fourteen (14) days of receipt.
**11.4** Nothing in this Article limits a User's right to pursue the dispute resolution process described in Article 26 of the Terms of Use, or to bring a matter before a competent Rwandan court, independently of and regardless of the outcome of an internal appeal.
---
## ARTICLE 12 — TRUST & SAFETY AUTHORITY AND DISCRETION
**12.1** This Policy describes InMyLocus's standards and the framework within which they are applied; it does not remove InMyLocus's discretion, described in the Terms of Use, to take any action reasonably necessary to protect Users, the integrity of the Platform, or InMyLocus itself, including in circumstances this Policy has not specifically anticipated.
**12.2** Trust & Safety decisions are made in good faith based on the information reasonably available at the time. Where new information subsequently comes to light, a decision may be revisited through the appeals process described in Article 11.
---
## ARTICLE 13 — COOPERATION WITH LAW ENFORCEMENT AND REGULATORS
**13.1** InMyLocus cooperates with the Rwanda Investigation Bureau, the National Public Prosecution Authority, the National Cyber Security Authority, the Rwanda Inspectorate, Competition and Consumer Protection Authority, the National Bank of Rwanda, and other competent authorities, including in response to a lawful request for information, and, for the categories of conduct described in Article 9, proactively.
**13.2** Cooperation under this Article is carried out consistent with, and does not override, the data protection safeguards described in the InMyLocus Privacy Policy and Data Protection Policy, save to the extent a specific legal obligation requires disclosure.
---
## ARTICLE 14 — RELATIONSHIP TO OTHER INMYLOCUS POLICIES
**14.1** This Policy operationalises Article 18 of the Terms of Use and should be read together with it, together with the Vendor & Service Provider Agreement, the Refund, Cancellation and Right of Withdrawal Policy, the Cashback and Rewards Programme Terms, the Intellectual Property and Takedown Policy, and the Community Guidelines, each of which addresses matters that intersect with this Policy in greater specific detail within its own subject area.
---
## ARTICLE 15 — CHANGES TO THIS POLICY
**15.1** InMyLocus may update this Policy from time to time, including to reflect new categories introduced on the Platform, emerging risks, or changes in Rwandan law. Material changes are notified consistent with the process described in Article 29 of the Terms of Use.
